Decide to, hope to, and the pattern list. Vietnamese makes no such distinction.
Why you specifically

Trong tiếng Anh, một số động từ phải đi với to + động từ nguyên mẫu. Nghĩa là sau want, need, decide, hope, plan, try... ta dùng to + verb. Ví dụ: I want to study, She decided to leave, We hope to win. Không dùng dạng động từ trần sau các động từ này: I want study, She decided leave là sai. Điểm này dễ sai với người Việt vì tiếng Việt thường không có từ tương đương với to. Trong tiếng Việt, ta có thể nói “muốn học”, “quyết định đi”, “hy vọng đỗ” mà không cần một từ đánh dấu nguyên mẫu riêng. Vì vậy người học hay bỏ quên to trong tiếng Anh. Cách nhớ tốt nhất là học theo cụm cố định: want to do, need to check, decide to leave, hope to get, plan to work. Khi làm bài viết và nói IELTS, hãy kiểm tra xem động từ đứng trước có cần to không. Nếu thuộc nhóm này, luôn nhớ thêm to trước động từ tiếp theo.
The rule
Verb + infinitive means that some verbs are followed by to + the base form of the verb. Common examples are want to, need to, decide to, hope to, plan to, and try to. After these verbs, English does not use the bare verb form: we say decide to go, not decide go. In IELTS writing and speaking, this pattern is very common and needs to become automatic. A useful way to remember it is to learn the whole phrase, not just the verb. For example, learn want to do, hope to go, need to study, decide to leave. Vietnamese often uses a verb phrase without a separate marker like to, so learners may forget to add to in English. That omission is a frequent error. There are also some verbs that can be followed by a noun + to + verb, such as ask someone to do something, tell someone to do something, and allow someone to do something. This lesson focuses mainly on the basic pattern with one verb followed by another.
The trap

I want study English.
I want to study English.
After want, use to + verb. In Vietnamese, the main verb is often used directly, so learners may leave out to.
She decided move to Hanoi.
She decided to move to Hanoi.
After decide, use to + verb. Vietnamese often uses a verb phrase without a clear infinitive marker, so to is sometimes omitted.
We hope finish the project soon.
We hope to finish the project soon.
After hope, use to + verb. The Vietnamese equivalent does not need a separate infinitive marker, which can lead to omission.
He needs practise more.
He needs to practise more.
After need, use to + verb. Do not use the bare verb form here.
