When to name the agent and when to leave it out.
Why you specifically

The rule
In the passive voice, the subject receives the action. If you want to name who did the action, use by + agent: The house was built by my uncle. If the agent is not important, unknown, or obvious, leave it out: The house was built in 1998. In English, by is the normal word for the agent in passive sentences; from, with, and to do not work in this structure.
