Modal plus be plus past participle.
Why you specifically

The rule
Modal passive is the pattern modal verb + be + past participle. The modal shows obligation, possibility, or permission, while be + past participle shows that the subject receives the action rather than does it. Common modals in this pattern are must be done, should be checked, can be repaired, may be used, and could be improved. The passive is often used when the person doing the action is unknown, unimportant, or obvious from context. Remember that the be cannot be dropped: must finished, should cleaned, and can signed are all incorrect. In a passive sentence with a modal, the form after the modal is always be + past participle.
