It is said that, and He is said to, for reporting without a source.
Why you specifically

Hai mẫu rất thường gặp là it is said that + mệnh đề và chủ ngữ + be + past participle + to-infinitive, ví dụ It is said that the company will expand và The company is said to expand. Trong nhiều trường hợp, dạng có chủ ngữ phía trước tự nhiên hơn khi muốn diễn tả ý đang diễn ra hoặc đã xảy ra trước đó, ví dụ He is said to be working in Singapore hoặc The singer is rumored to have left the country.
The rule
The impersonal passive is used to report a belief, rumour, opinion, or statement without naming the source. Two very common patterns are it is said that + clause and subject + be + past participle + to-infinitive, for example It is said that the company will expand and The company is said to expand. In many cases, the subject form sounds more natural with present perfect or progressive meaning, for example He is said to be working in Singapore or The singer is rumored to have left the country. Choose the pattern that best fits the tense and meaning you want to report. In formal English, this structure is common in news reports, academic writing, and neutral summaries. It lets the writer distance themselves from the information and avoid naming a source. The meaning is similar to People say that... or They believe that..., but the passive form is more compact and more formal.
