The rule
Gradable adjectives describe qualities that can vary in degree, so they naturally take modifiers like very, quite, rather, a bit, or extremely: very cold, quite tired, extremely good. Non-gradable adjectives express a strong or absolute meaning, so they usually do not combine with very. They often go with absolutely, completely, totally, or nearly: absolutely freezing, completely impossible, totally exhausted. Some adjectives can be used in more than one way depending on meaning and context, so the rule is about typical use, not an absolute ban in every sentence.

The weather is very freezing today.
The weather is very cold today.
Cold is a gradable adjective, so we can use very with it.
The film was very amazing.
The film was absolutely amazing.
Amazing is a strong adjective, so absolutely is natural with it. Very is also possible in some contexts, but absolutely is more typical.
I am a little exhausted after work.
I am a little tired after work.
Tired is gradable, so it can take a degree like a little, quite, or very.
The room was very empty.
The room was completely empty.
Empty is often treated as a non-gradable adjective in this meaning, so completely fits better than very.
