It was Anna who called, for emphasis.
Why you specifically

Mẫu cơ bản là It + be + phần được nhấn mạnh + who/that + phần còn lại của mệnh đề. Vì vậy không thể nói It was Anna called me hoặc It was in the library I found my passport. Phải có who hoặc that để nối phần được nhấn mạnh với mệnh đề còn lại: It was Anna who called me, It was in the library that I found my passport.
The rule
It-cleft sentences use It + be + the focused part + who/that + the rest of the clause. They are used for emphasis: the speaker wants the listener to notice one piece of information, such as a person, place, time, or reason. In spoken English, who is common for people and that is common for things, places, times, and reasons, although in some styles that can also be used for people. The main clause after who/that must be complete and grammatical.
The trap

It was Anna that called me last night.
It was Anna who called me last night.
The it-cleft puts focus on Anna. The form is It was + focused word + who + clause.
It was in the library I found my passport.
It was in the library that I found my passport.
The cleft form can focus on a place, time, person, or reason. The whole clause after that/which carries the rest of the meaning.
It what I need is a longer deadline.
What I need is a longer deadline.
The pattern with what + clause + be + focus is a different cleft structure. It is not the same as a simple subject-verb sentence.
It was my sister whom sent the email.
It was my sister who sent the email.
Use who for people in this structure, and keep the rest of the clause after it.
